§ 82-91. Electronic recordkeeping by pawn shops or pawnbrokers.
(a)
Each and every owner or operator of a pawn shop or pawnbroker doing business in the City of North Little Rock, Arkansas shall within one year of the adoption of this section, maintain an electronic inventory tracking system which is capable of delivery and transmission of all statutorily-required information via computer to the entity designated by the North Little Rock Police Department.
(b)
The owner or operator of a pawn shop or pawnbroker will be required to upload the information to the entity designated by the North Little Rock Police Department within two business days of receipt of the goods purchased (pawned).
(c)
The failure on the part of any owner or operator of a pawn shop or pawnbroker to comply with the provisions of this section shall be deemed a misdemeanor. Upon conviction, the offender shall be punished by a fine of not more than $25.00 for each separate offense. Each day of noncompliance with this section shall be deemed a separate offense.
